Telephonic Public Commission Meeting

Welcome and Congratulations Commissioners Libby Farmer, Darrick McGhee, Dawn Hanson, Angela Primiano, Monica Cepero, and Larry Hart.  The team and I look forward to meeting you and working with you.

Former Commissioner and Chair Person, Latanya Peterson, scheduled a telephonic Commission meeting for July 31, 2020, to commence at 11 a.m. until 2:00 p.m. In Commissioner Peterson’s absence, Commissioner Elam will chair the meeting until a Chair and a Vice-Chair Person are elected.

Commissioner Peterson provided the following agenda items and request for information and documentation to me on Thursday, July 23, 2020, at 7:30 p.m.

Additional Material to discuss during the meeting per Commissioner Peterson’s directive:

    • Long-Range Plan Planning (LRPP). 

    • Commissioner McCambry requested the SOP for the Employment Investigations Unit.

      • Several Operating Procedures have been included in your packet to show the complete investigative process which starts at the Intake Phase and ends at the Closure Phase. 

    • Information to be provided electronically to commissioners ASAP. 

    • Hall of Fame Panel discussion and score sheets

Questions:

  • What does backlog at FCHR mean?  At what point is a case backlogged?

    • A response is provided in the report

  • From my understanding, the case age begins when it is received in the Intake Unit.  Is there a document that shows the best scenario for how a case is processed through each phase (i.e. intake, Investigations, legal)?

  • Do we have to take every case?

    • A standard operating procedure is provided in the report

  • What is the current caseload of each per investigator?

    • Information is provided in the report

  • What is the tenure of each investigator?

    • Information is provided in the report

  • How long does it take for a new investigator to be trained and able to obtain a full caseload?

    • The information is provided in the report

  • What about mediators? How do they fit in?  How many cases do they try to close through mediation?

    • Information provided in the report

  • Please include a copy of each of the last 5 FYs of the contract with the EEOC as well as any addendums, etc.

    • Documents will be provided under separate cover as PDF attachments.

We have a few action items that were not included on the agenda that require a vote.

  • 180- Day Notice of Right to Sue

  • Rule Changes

  • Discussion and vote of when to schedule an election

  • Shall the Commission proceed to acquire two legislative approved positions that are currently in reserve status? To proceed, the Commission must render a vote.
