A Proven Partner for Success

Those in the Educational and Business arenas throughout the country have come to know Pam Payne through her professionalism, drive, and a wealth of experience.  She has earned that reputation through her hard work, impressive skills and her attention to detail.  Many who work with her and around her have called her “visionary.”

For 15 years, Pam was Director of the Employment Services Division and managed its budget of more than 2 million dollars. Her last assignment, prior to her retirement in June, 2008 was Executive Director of Special District Projects, where she worked directly with the Superintendent for 2 years to organize seminars for district administrators, workshops, conferences and special events for Superintendents throughout the United States. With the imperative to consult, recruit, lobby and become engaged in the family business, her action plans to accomplish those goals have been imminently successful. 

A skilled consensus builder, she has been able to establish lasting partnerships with various public / private institutions and Fortune 500 Companies. One colleague, admiring her energy, resolve, and resourcefulness wondered aloud one day, “…where does she get it from?”  Her “secrets” are in her work ethics and her expertise. In a “goal driven atmosphere” where one’s ability to get the job done well is paramount, and with what one can only call intense competition, Pam’s professionalism becomes her clarion for quality. 

Because of her drive and tenacity, Pam has been appointed by Mayors and Governors to various Boards and Commissions which includes:  Two Gubernatorial appointments to the Florida Council On Educational Management and the Florida Commission on Human Relations and Mayoral Appointments to: Civil Service Board, Sports & Entertainment Board and Jacksonville Film & Television Commission .  She is a Board Member for Teach for America, Jacksonville, Florida and Accountable Care Organization (ACO) and the National Association of Female Executives. She is a Golden LIFE member of Delta Sigma Theta Sorority, Inc. and a LIFE member of the NAACP.

Currently, Pam serves as the VP/Secretary of Northern Florida Recruiting & Consulting Services, Inc. which she partners with her husband, Willard Payne, Jr. She and her husband are partners with retail and parking companies in Jacksonville, FL, Knoxville, TN, Gulfport, MS, Daytona Beach, FL, Tallahassee, FL, Sarasota, FL Augusta, GA, Columbus, GA and Elmira, NY.

She and her husband have one son, two daughters, six grandchildren and one great grandchild.
